Трансформація глобальної торговельної архітектури після 2022 року: санкційні режими, регіоналізація та формування нових економічних блоків

Анотація

Метою дослідження став комплексний аналіз докорінної перебудови глобальної торговельної системи після 2022 року в умовах посилення санкційного тиску, процесів регіоналізації та виникнення нових економічних центрів тяжіння. Методологія ґрунтувалася на системному зіставленні регуляторних стратегій та програмних документів України, Китаю, Індії та держав Глобального Півдня з підходами країн Великої сімки та Європейського Союзу. Встановлено, що деконструкція неоліберальної архітектури відбулася через масове відкликання режиму найбільшого сприяння та маніпулятивне використання безпекових винятків у межах Світової організації торгівлі, що призвело до сповільнення темпів зростання торгівлі між геополітичними блоками на 4-6 % порівняно з внутрішньою динамікою цих об’єднань. Виявлено, що повний розкол світових ринків загрожує втратою 5 % глобального доходу, водночас сукупна частка країн, що розвиваються, у світовому обсязі виробництва станом на 2020 рік перевищила 43 %. З’ясовано, що Китай закріпив статус найбільшого експортера світу з обсягом 3,58 трлн дол., успішно використовуючи В’єтнам та Мексику як з’єднувальні економіки для нівелювання тарифних бар’єрів. Констатовано, що Індія впровадила модель агресивного суверенітету, підвищивши тарифи на продукцію інформаційно-комунікаційних технологій до 20 % та запровадивши правила верифікації походження, які змусили іноземних постачальників відмовлятися від пільгових умов. Дані підтвердили, що логістична криза у Червоному морі спричинила скорочення трафіку через Суецький канал на 60 %, що зумовило 5-кратне зростання вартості морських фрахтів та збільшення часу доставки на 6-25 днів. Визначено, що розвиток альтернативних платіжних систем на основі технології розподіленого реєстру та стрімке зростання сектору цифрових послуг до 4,95 трлн дол. стали визначальними факторами фінансової автономії нових блоків поза межами західної банківської інфраструктури. Практичне значення результатів полягає у можливості їх використання державними інституціями для розробки стратегій виживання в умовах технократичного протекціонізму
