Політична та безпекова стратегія Польщі на тлі зростання зовнішніх загроз
Анотація
Метою статті було визначити напрями трансформації зовнішньополітичних та безпекових підходів Польщі після 2022 р. У дослідженні застосовано структурно-функціональний, контент- та кількісний аналіз, що дозволило узагальнити дані офіційних документів, а також наукові та аналітичні публікації щодо динаміки загроз і модернізації оборонного сектору. Проведений аналіз показав, що після 2022 р. Польща здійснила системне нарощування оборонного потенціалу, збільшивши військові видатки з 18,1 млрд дол. США у 2022 р. до 38 млрд дол. США у 2024 р. та збільшивши їх частку у валовому внутрішньому продукті до 4,2 %. Встановлено, що оновлення нормативно-правової бази та створення Фонду підтримки Збройних Сил забезпечили інституційні умови для фінансування масштабних програм озброєнь. У межах модернізації ідентифіковано ключові закупівлі, зокрема придбання 366 танків Abrams та 360 K2, 364 самохідних артилерійських установок (САУ) K9/K9PL, 48 AHS Krab, систем Patriot і Narew, а також розширення ракетних спроможностей через HIMARS і K239 Chunmoo. Отримані результати засвідчили, що ці інвестиції формують багатовимірну структуру оборонних спроможностей, здатну забезпечувати підвищену мобільність, вогневу глибину та стійкість до сучасних загроз. Встановлено, що Польща посилила роль у процесі ухвалення рішень Організації Північноатлантичного договору, зокрема шляхом участі у формуванні Регіональні оборонні плани та підтримка переходу Альянсу до моделі передової оборони та розширення Нової моделі Збройних Сил Організації Північноатлантичного договору до понад 300 тис. військовослужбовців підвищеної готовності. Виявлено, що Польща стала ключовим логістичним вузлом східного флангу, що підтверджено розвитком інфраструктури APS-2 у Повідзі та розширенням механізмів Host Nation Support. Дослідження засвідчило, що країна одночасно зміцнила позиції в Європейському Союзі, просуваючи реалізацію Strategic Compass, Military Mobility 2.0 та розширення інструментів оборонної взаємодії, зокрема у сферах санкційної політики та оборонної індустрії. Також визначено, що формати Bаршавської дев’ятки і Люблінського трикутника стали ключовими платформами для узгодження регіональних позицій, вироблення спільних оцінок загроз і координації практичних заходів, включно зі спільними протидезінформаційними ініціативами
