Тарифна дипломатія і санкційна політика адміністрації Д. Трампа: економічний націоналізм як інструмент зовнішньої політики

Анотація

Метою дослідження був комплексний аналіз трансформацій зовнішньої політики Сполучених Штатів Америки в період президентства Д. Трампа з акцентом на роль торговельних і санкційних інструментів у реалізації зовнішньополітичної стратегії. Методологічну основу дослідження становив міждисциплінарний підхід, що поєднав порівняльно-концептуальний аналіз, контент-аналіз офіційних документів, а також правовий аналіз торговельних і санкційних механізмів адміністрації Д. Трампа. Для оцінки впливу тарифної та санкційної політики на міжнародні відносини й глобальну економіку проаналізовано кейси Китаю, Ірану, України, Канади, Індії, Індонезії, Туреччини та Саудівської Аравії. Результати дослідження засвідчили, що зовнішня політика Сполучених Штатів Америки у 2017-2021 рр. характеризувалася зсувом у бік економічного націоналізму, протекціонізму та односторонніх дій. Тарифна політика використовувалася як інструмент примусової дипломатії з метою досягнення торговельних поступок, водночас маючи суперечливий вплив на внутрішню економіку Сполучених Штатів Америки та глобальні ринки. Встановлено, що санкційна політика адміністрації Д. Трампа функціонувала як складова комплексної стратегії зовнішньополітичного управління, поєднуючись із військовою допомогою, торговельними обмеженнями та інвестиційним контролем, а її застосування визначалося насамперед геополітичними інтересами. Доведено, що санкції часто не призводили до зміни поведінки держав-цілей, натомість стимулювали зближення альтернативних центрів сили та розвиток механізмів обходу обмежень. Санкційна дипломатія Сполучених Штатів Америки у зазначений період продемонструвала обмежену примусову ефективність і сприяла фрагментації міжнародної системи та послабленню багатосторонніх форматів глобального регулювання. Практична значущість отриманих результатів полягає в можливості їх використання для глибшого розуміння сучасних тенденцій глобального розвитку, а також для вдосконалення й адаптації міжнародних механізмів співпраці в умовах поширення економічного націоналізму та протекціонізму
