Представлення етнічних меншин у міжнародних відносинах як проблема інклюзивної дипломатії ХХІ століття

Анотація

Метою дослідження було встановлення ролі етнічних меншин у Сполучених Штатах Америки, Канаді, Україні та Австралії у процесі прийняття рішень на державному рівні. Використані методи включали в себе політологічний та соціологічний аналіз, історико порівняльний аналіз, статистичний аналіз. Історичний аналіз культурної дипломатії кримських татар під час становлення взаємовідносин з Туреччиною виявив значення етнічного чинника в побудові дипломатичних звʼязків, зокрема через спільну історичну спадщину, міграційні процеси та сучасну підтримку Туреччиною територіальної цілісності України й прав кримськотатарського народу на міжнародній арені. Приклади багатоканальної дипломатії США та Канади свідчили про важливість інституціоналізованого підходу до залучення етнічних меншин у дипломатичну службу, що сприяє як внутрішній соціальній стабільності, так і формуванню ефективної та чутливої до культурного різноманіття зовнішньої політики, здатної зміцнювати міжнародні звʼязки в умовах глобальних викликів. Виявлено, що у Сполучених Штатах Америки потягом 20 століття штат дипломатичних службовців переважно складався з білих американців. Станом на 2024 рік всього 27 працівників дипломатичної служби політичної спеціалізації були азіатами, гаїтянами та представниками корінних народів, ще 10 з відміткою «multi-race» та 4 з невказаним походженням, а в загальному їх кількість становить 6 % від населення країни. В Канаді політика уряду щодо залучення етнічних меншин до дипломатії сприяла зростанню їх частки з 16,6 % у 2017 році до 23,7 % у 2023 році. Планомірна інтеграція представників етнічних меншин до процесу прийняття рішень та у міжнародні справи через дипломатію потребує структурних реформ та фінансових стимулів. Для забезпечення рівного представництва етнічних меншин у дипломатії необхідне впровадження комплексної політики з подолання структурних барʼєрів, підтримки професійного розвитку та створення прозорих механізмів доступу до дипломатичної карʼєри, що включає міжнародні ініціативи, національні кадрові стратегії, стипендіальні й менторські програми, а також формальне визнання ролі корінних народів у зовнішньополітичних процесах. Результати отриманого дослідження можуть бути застосовані в ході розробки політик інклюзивної дипломатії на національному рівні
