Розвиток електронної комерції у міжнародній торгівлі Східної Європи та Кавказу: нові можливості та регуляторні виклики

Анотація

Актуальність дослідження обумовлена прискореним розвитком транскордонної електронної торгівлі у Східній Європі та на Кавказі в умовах цифрової трансформації. Метою дослідження було виявлення структурних детермінант і регуляторних бар’єрів розвитку електронної комерції у досліджуваному регіоні. Методологія ґрунтувалася на поєднанні порівняльного кластерного аналізу з типологізацією досліджуваних країн за критерієм рівня цифрового розвитку та ступеня інтеграції в міжнародні цифрові торговельні мережі. У результаті дослідження встановлено, що ринкове зростання і регуляторна зрілість розвиваються у досліджуваному регіоні асинхронно. Країни кластеру A, лідери цифровізації, демонструють системну модель інтеграції, за якої платформна екосистема, платіжна інфраструктура та митний режим функціонують як єдине ціле: 86 % польських покупців здійснюють покупки через маркетплейси, тоді як лише 14,57 % румунських підприємств провадять онлайн-продажі. Натомість країни кластерів активних наздоганяючих (B) та обмеженої інтеграції (C) демонструють активну транзакційну динаміку в умовах регуляторної незавершеності або вакууму: 530 млн євро транскордонного імпорту Молдови є маркером структурної залежності від зовнішніх платформ за відсутності симетричної експортної участі. Виявлено, що рівень платіжної зрілості є найбільш точним предиктором характеру транскордонної інтеграції, а митна конвергенція з нормами Європейського Союзу у кластері активних наздоганяючих має однобічний характер: вона накладає зобов’язання без надання доступу до відповідних спрощувальних механізмів. Встановлено, що регуляторний ландшафт регіону характеризується не стільки відставанням окремих країн, скільки структурною фрагментарністю, за якої елементи регуляторної системи розвиваються без системної координації між собою. Практичне значення дослідження полягає в можливості використання його результатів органами державної влади досліджуваних країн при формуванні цифрової торговельної політики, а також міжнародними організаціями при розробці програм підтримки цифрової інтеграції ринків Східної Європи та Кавказу
