Енергетична дипломатія США з державами Карибського регіону

Анотація

Актуальність дослідження зумовлена зростанням ролі енергетичної дипломатії у формуванні регіональної безпеки та економічної стійкості Карибського басейну на тлі конкуренції великих держав і вразливості малих острівних економік до зовнішніх шоків. Метою дослідження було встановити, яким чином енергетична політика США трансформувала енергетичні системи карибських держав та які стратегічні наслідки це спричинило для регіону. Методологічна база дослідження включала порівняльний аналіз державних політик, інституційний аналіз програм США, контент-аналіз статистичних даних міжнародних організацій та SWOT-оцінку позиції карибських країн у новій енергетичній конфігурації. У результаті дослідження було встановлено, що політика США сприяла суттєвій диверсифікації енергопостачання та зменшенню залежності країн від імпортної нафти, що історично перевищувала 80-90 % їхнього енергобалансу. Було виявлено, що розвиток LNG-інфраструктури забезпечив зниження вартості генерації та підвищив прогнозованість енергетичних потоків. Доведено, що технічна та інституційна допомога США зміцнила регуляторну спроможність малих держав, прискорила їхню інтеграцію відновлюваних джерел енергії та сприяла модернізації електромереж. Було встановлено, що програми США підвищили енергетичну стійкість регіону до природних катастроф шляхом підтримки мікромереж, систем накопичення енергії та цифровізації управління. Разом із тим було виявлено, що розширення американської присутності створило ризики нерівномірного доступу до інвестицій, боргової залежності та посилення структурної асиметрії між донорами й реципієнтами. Дослідження також показало, що стратегічна конкуренція США з Китаєм і Венесуелою суттєво змінила баланс сил у регіоні, формуючи нову модель енергетичної безпеки, у якій карибські країни перебувають між кількома центрами впливу. Висновки дослідження засвідчили, що енергетична дипломатія США стала одним із ключових чинників трансформації карибських енергосистем, поєднавши модернізацію інфраструктури, інституційні реформи та геополітичне перепозиціювання регіону. Практичне значення роботи полягає у можливості використання її результатів для розробки стратегій енергетичної стійкості малих держав та формування збалансованої зовнішньої політики у сфері енергетичної безпеки
