Між екологічною перспективою та глобальним протистоянням: актуальні результати COP26

Анотація

Метою дослідження було виявлення впливу рішень COP26 на політичні процеси, енергетичну політику та міжнародне співробітництво. Для досягнення цієї мети використовувались методи історичного аналізу, порівняння політичних позицій ключових учасників конференції, а також аналіз ухвалених резолюцій та їх наслідків. Результати дослідження показали, що COP26 стала важливим етапом у формуванні глобальної кліматичної політики, проте відобразила значні політичні розбіжності між країнами. З одного боку, ухвалені рішення сприяли активізації роботи над відновлюваними джерелами енергії та впровадженню механізмів скорочення викидів. З іншого боку, конференція виявила суперечності у питаннях термінів досягнення вуглецевої нейтральності та масштабів зобовʼязань, що обмежило можливості глобальної координації. Аналіз кліматичного фінансування показав, що розвинені країни, хоча й узяли на себе зобовʼязання збільшити фінансову підтримку країн, що розвиваються, не змогли задовольнити всі їхні вимоги. Це стало причиною політичної напруги, яка заважає ефективній реалізації кліматичних ініціатив. Особливу увагу приділено ролі COP26 у зміцненні та ослабленні міжнародного співробітництва в енергетичній сфері. Було виявлено, що амбітні цілі ЄС і США щодо скорочення викидів значно відрізняються від обережної позиції країн, залежних від викопного палива, таких як Китай і Росія. Дослідження підкреслює необхідність пошуку компромісу між країнами для ефективного подолання кліматичних викликів. Особливу увагу слід приділити створенню механізмів фінансування, які враховують інтереси як розвинених держав, так і країн, що розвиваються. Тільки через зміцнення міжнародного співробітництва та адаптивний підхід до кліматичних зобовʼязань можливо досягти стійких результатів у боротьбі зі зміною клімату
