Політика ґендерного балансу в Європейській дипломатії

Анотація

Метою цього дослідження було оцінити вплив реалізації політики ґендерного балансу та ґендерної рівності на провадження зовнішньої політики Європейського Союзу шляхом аналізу політик і кількісних показників у дипломатичних службах країн-членів. Для всебічного аналізу були обрані реалізації дипломатичних місій Швеції, Франції та Польщі. Методологія дослідження складалась з вивчення офіційних документів та звітів Європейського Союзу, аналізу даних про склад дипломатичних місій. Результати дослідження показали, що Швеція є найуспішнішою країною в контексті ґендерного балансу серед вибірки – 47 % жінок займають дипломатичні посади. Це є прямим наслідком довготривалої ґендерної політики Швеції та активного просування реформ. У Франції середнє значення – 26 % жінок в дипломатичних установах. Польща, через значний тиск низки факторів, від економічних до соціальних, має низькі показники ґендерного балансу не тільки у вибірці, а й загалом по Європі. У Польщі жінок у дипломатичних службах близько 21 %. Ці цифри демонструють існування перешкод, що виникають через «традиційні погляди» та відсутність адекватної державної підтримки. Під час дослідження було виявлено, що хоч відсоток жінок в дипломатичних службах в Європі складає 29 %, різниця між окремими країнами Європейського Союзу велика, і часто залежить від економічних, культурних, соціальних чинників. Попри те, що більшість країн ЄС досягли прогресу в політиці ґендерного балансу, рівень успіху значною мірою залежав від ряду факторів, таких як національні традиції, специфіка культурних і соціальних норм, а також рівень політичних свобод. Результати цього дослідження можуть стати основою для додаткових досліджень і формулювань рекомендацій для країн, які стикаються з проблемами в проведенні успішної ґендерної політики
