Вплив країн Центрально-Східної Європи на зовнішню політику ЄС

Анотація

Дослідження мало на меті визначити характер та масштаб впливу держав Центрально-Східної Європи на процеси формування і втілення зовнішньополітичного курсу Європейського Союзу з огляду на актуальні міжнародні виклики та кризи. У роботі проведено порівняльний аналіз позицій країн Центрально- Східної Європи щодо ключових зовнішньополітичних питань Європейського Союзу, здійснено аналіз офіційних документів та заяв, а також проаналізовано case studies основних криз ЄС останніх років для оцінки впливу цих країн на формування спільної позиції Союзу. Було встановлено, що країни Центральної та Східної Європи мають значний, але неоднорідний вплив на зовнішню політику ЄС. Аналіз позицій країн ЦСЄ під час пандемії COVID-19, міграційної кризи, війни в Україні та протестів у Грузії виявив розбіжності в їхніх підходах та певну дивергенцію з позиціями «старих» членів Європейського Союзу. Зокрема, країни Вишеградської групи продемонстрували жорстку позицію щодо міграційної політики, тоді як балтійські держави зайняли більш помірковану позицію. Водночас, у питаннях відносин з Росією та підтримки України спостерігалася більша єдність, за винятком позиції Угорщини. Дослідження виявило, що ефективність впливу країн ЦСЄ обмежується внутрішніми проблемами, зокрема питаннями верховенства права та економічної конвергенції. Незважаючи на це, ці країни досягли значних успіхів у просуванні своїх інтересів у сферах енергетичної безпеки та політики сусідства, зокрема через ініціативу Східного партнерства. Було встановлено, що для посилення своєї ролі у формуванні зовнішньої політики ЄС країнам ЦСЄ необхідно зосередитися на посиленні регіональної співпраці, розвитку експертизи з ключових питань та активному використанні інструментів ЄС, зокрема механізму посиленої співпраці. Результати дослідження демонструють, що вплив країн ЦСЄ на зовнішню політику ЄС є значним, але неоднозначним фактором, який потребує подальшого вивчення, особливо в контексті внутрішньополітичних процесів та економічних інтересів цих країн
