Участь клубів G7 та G20 в урегулюванні міжнародних конфліктів: амбіції та реалії

Анотація

У дослідженні проаналізовано участь клубів G7 та G20 в урегулюванні міжнародних конфліктів у період 2020-2024 років з метою виявлення розбіжностей між декларованими намірами та практичними досягненнями цих форумів. Дослідження виявило суттєві відмінності у підходах та ефективності G7 і G20 у сфері миротворчості. G7, завдяки більш однорідному складу та потужним економічним важелям, продемонструвала вищу ефективність у короткостроковій перспективі, особливо при реагуванні на гострі кризи, як-от російська агресія проти України. Натомість G20, з її ширшим представництвом, показала потенціал для більш системного впливу на глобальну безпеку в довгостроковій перспективі, фокусуючись на економічному розвитку як засобі запобігання конфліктам. Розгляд підходів та інструментарію виявив, що G7 більше покладається на економічні санкції та політичний тиск, тоді як G20 зосереджується на економічному співробітництві та розвитку. Обидва клуби стикаються з викликами у досягненні консенсусу та реалізації амбітних цілей, особливо в контексті складних геополітичних конфліктів. Дослідження виявило значний розрив між риторикою та практикою, особливо у сферах врегулювання конкретних конфліктів, боротьби з тероризмом та кліматичної безпеки. Декларативні заяви часто не підкріплюються ефективними діями, що частково пояснюється відсутністю механізмів примусу та необхідністю узгоджувати різноманітні національні інтереси. Результати вказують на необхідність переосмислення ролі та методів роботи G7 та G20 у контексті сучасних глобальних викликів. Запропоновано більш гнучкий та адаптивний підхід до миротворчості, який би враховував як короткострокові кризи, так і довгострокові фактори стабільності. Підкреслено важливість посилення координації між G7 та G20, а також з іншими міжнародними організаціями для досягнення синергетичного ефекту у врегулюванні конфліктів. Розуміння потенціалу та обмежень цих міжнародних форумів у сфері миротворчості дозволяє розробити більш ефективні стратегії взаємодії держав для подолання кризових явищ
