The State Emergency Service of Kyiv region in the context of the humanitarian dimension of Ukraine’s international relations

Abstract

The aim of the study was to analyse the transformation of the regional branch of the State Emergency Service in the Kyiv region into a humanitarian actor in the context of a full-scale invasion. The research methodology was based on a combination of regulatory and legal analysis, analysis of official statistics, and institutional and contextual-comparative approaches, which enabled an examination of both the formal mandate and the actual outcomes of the regional branch’s humanitarian activities in 2022-2025. The findings of the study showed that the activities of the State Emergency Service of Ukraine in the Kyiv region have evolved from a technocratic response model to a multidimensional humanitarian function. An analysis of operational statistics demonstrated a concentration of humanitarian risks during periods of active hostilities and a subsequent shift towards stabilisation and the restoration of a safe living environment. The study revealed that the regional level served as a platform for the practical implementation of human and humanitarian security concepts. It was found that the service’s activities included the collection and dissemination of valid data on humanitarian needs, which were used by international partners for strategic aid planning. The participation of service representatives in international training programmes and coordination platforms facilitated the integration of international standards into day-to-day operational procedures. The results obtained demonstrated that the transformation of the State Emergency Service of Ukraine in the Kyiv region was consistent with global approaches to localising the humanitarian response and enhancing resilience. The practical significance of the study lies in the potential for its findings to be utilised by government bodies, regional civil protection units and international humanitarian partners to improve models of coordination, planning and post-conflict recovery
