Local elections in the temporarily occupied separate districts of Donetsk and Luhansk oblasts (ORDLO) will be extraordinary and will be held according to a special law. "If you read carefully the text of the package of measures to implement the Minsk agreements, it says that as a political settlement, elections will be held in some districts of Donetsk and Luhansk regions, and they will be regulated by a separate law. The election law is linked to the law on local government. (In ORDLO - IF) If we return to the law, which is sometimes called the law on "special status", adopted by the last term of the Verkhovna Rada and extended until December 31 by the current convocation, it contains, in particular, a reference to the need to adopt a law features of elections there (in ORDLO - IF) ", - he explained to Interfax-Ukraine on Thursday.
Reznikov noted that, of course, the Verkhovna Rada today should talk only about local elections in the controlled territory of Ukraine, and elections in the Crimea and the occupied Donbass after their deoccupation will be held under a separate law, so these are completely unrelated things.
"In the case of regular elections, 90 days are allotted for the election campaign. And in the early elections, namely, they will be discussed, because the regular local elections were held in 2015, but they did not take place on the territory of ORDLO, the campaign lasts 60 days. The Verkhovna Rada has a law on early elections to the ORDLO, it will be a special law, "he said.
Reznikov stressed that the Ukrainian authorities would like the local elections to take place throughout the country at the end of October, but this will take place only after the security issues referred to in the Minsk agreements have been resolved.
"In this case, it is: withdrawal of foreign troops, disarmament, demobilization of all illegal military and non-military armed formations, establishment of control by the Ukrainian government over the Ukrainian-Russian border, the possibility of an OSCE / ODIHR monitoring mission, compliance with the Copenhagen standard of elections and laws Ukraine ", - he reminded.
On July 9, the Verkhovna Rada Committee on the Organization of State Power, Local Self-Government and Urban Planning decided at its sitting to recommend to the Parliament to adopt Resolution №3809 "On Calling the Next Local Elections in 2020 (October 25, 2020)".
According to the text of the resolution, elections in the occupied Crimea and ORDLO will not be scheduled and held and will be possible only after the withdrawal of all illegal armed formations controlled, controlled and financed by the Russian Federation, Russian occupation troops, their military equipment from Ukraine, restoration of full control of Ukraine. over the state border of the country, disarmament of all illegal armed groups and mercenaries and restoration of the constitutional order and law and order in the temporarily occupied territory of Ukraine.
Due to the impossibility of representing the general interests of territorial communities of villages, settlements and cities of Donetsk and Luhansk regions, elections of deputies of Donetsk and Luhansk regional councils are also not appointed and are not held.
